Presenters

David Finnigan is currently the Director of the Index Department of Secretary of State Alexi Giannoulias. David has held that position for almost 2 years.  Previously, he was an attorney with the Illinois Securities Department, another agency of the Secretary of State, for about 25 years. He also served in the U.S. Navy Judge Advocate General’s Corps and is a graduate of the University of Illinois, Undergraduate and Law School.

Carolyn Settanni serves as Executive Vice President and General Counsel for the Illinois Bankers Association. She joined the IBA’s Law Department in 2011, where she has frequently presented on Illinois banking laws and researched thousands of bank compliance questions, in addition to assisting with internal legal matters and the IBA’s legislative efforts. Carolyn began her career at a small law firm focused on organizational, transactional, and real estate matters for small- and medium-sized businesses and not-for-profit corporations. She received her law degree from the Chicago-Kent College of Law and her undergraduate degree from the University of North Carolina at Chapel Hill.
